Abstract

This paper is an exercise in reflection on public administration as a social science from three different approaches: epistemology, theory and research. There are many “ups and downs” that public administration has has to undergo and confront while building a structure of systematic knowledge and turning into a full-fledged science. In the same way, it is based on present-day epistemological reasoning regarding this field of knowledge, which highlights the nature of public administration and the importance of approaching it as an important theoretical problem.
