Abstract

The 'Copenhagen criteria' have crystallised and developed further the existing corpus of conditions a third state has to fulfill to accede to the European Union. Initially established in relation to Central and Eastern European countries, those criteria have become standard accession criteria. The paper examines their origins, their evolution and enforcement.
