Governar a Glocalização: 'Ter em Mente a Mudança' Ou 'Mudar a Mente'? (Governing Glocalisation: 'Mind the Change' or 'Change the Mind'?)

Abstract

Portuguese Abstract: Pode ser afirmado que a aceleração drástica da percepção da mudança se iniciou com invenções tecnológicas importantes que surgiram ao longo do seculo XX. Estas invenções não só alteraram a nossa forma de vida como também a nossa percepção da mudança em si. As alterações resultantes também trouxeram consigo desafios sérios a ordem existente que governa -- o que agora se designa como -- a "sociedade de informação global".

De forma a fazer face a essas mudanças através da formulação de novos modos de governança, este artigo trata a questão sobre se será necessário 'ter em mente a mudança' e eventual mente também 'mudar a mente', tentando formular algumas recomendações principais e concretas, para a futura condução do debate sobre a governança de assuntos locais e globais, isto e, a "glocalização".

English Abstract: A drastic acceleration of the perception of change can be stated to have initiated with important technological inventions that have been made throughout the 20th century. These inventions have not only changed our way of living but equally altered our perception of change itself. The resulting changes have also brought about serious challenges to the existing order governing – what is now called – the "global information society".

In order to respond to these changes by way of formulating new modes of governance, this article discusses the question of whether it is necessary to 'mind the change' and to eventually also 'change the mind', and tries to formulate some principal as well as concrete recommendations for future directions of the debate on the governance of local and global affairs, viz. "glocalisation".
