पंचायती राज व्यस्था एवं महिलाएं- 73वे संविधान संशोधन के सन्दर्भ में एक विश्लेसनात्मक अध्ययन (Panchayati Raj Institutions and Women -- An Analytical Study with Special Reference to 73rd Amendment)

Hindi Abstract: भारतीय लोकतान्त्रिक व्यस्था का मूल आधार पंचायती राज व्यवस्था रही है, सभ्य समाज की स्थापना से ही मनुष्यों ने जब समूहों में रहना सीखा, पंचायत राज के आदर्श एवं मूल सिद्धांत उसकी चेतना में विकसित होते आये है. ओपचारिक राजनीतिक संस्थाओं में महिलाओं की भागीदारी 'महिलाओं कि वर्तमान शक्ति एवं स्तिथि की शर्त ही नहीं बल्कि सूचक भी है, तथा महिलाओं के अधिकारों एवं विकास को बढ़ावा देने के लिए आवश्यक भी है.' महिलाओं के लिए निर्वाचन या राजनीतिक दलों, सामाजिक आन्द्लोनो या प्रद्रशनो जैसे ओपचारिक राजनीतिक कार्यकलापों में भाग लेना पर्याप्त नहीं है, बल्कि स्थानीय स्तर पर राजनीतिक भागीदारी एवं अन्य स्तरों पर व्यवस्था में भागीदारी द्वारा ही उनका सशक्तिकरण किया जा सकता है.

English Abstract: "The participation of members of PR bodies belonging to various political parties other than ruling party has been missing in this programme. It has side tracked the Panchayati Raj Institutions and other local bodies by maintaining parallel system of administration by according more importance to MLAs and other politicians." (Institution of Social Studies: 2000) Brief overview of the action taken to implement the mandate of the 73rd Amendment and the 1996 law extending panchayat provisions to the schedule V areas show that while mandatory provisions have been complied with, there are still some deviations. The most important are the deviations from the spirit of these amendments. The development programmes and funds for rural areas need to be squarely entrusted to the panchayat institutions for planning and implementation according to local aspirations and requirements. The increasing practice of creating parallel structures for implementation of development programmes and for people's participation must be stopped and any new mechanisms should be created only within the structure of the panchayats.
