Abstract
We present a method for estimating sub-state consumption of delivered energy. Without sub-state data, many questions important to policy, industry, and economic development go unanswered. This paper describes the general method of allocating state-level data among sub-state regions. While this method is illustrated with our own application, this paper also serves as a proof-of-concept: our method can be generally applied for other political jurisdictions and other types of data besides energy.
