Abstract
This article is an introduction to the methodology of rhetoric in public administration. Rhetoric, mainly through educational exercises called “progymnasmata,” offers a useful means of developing new methods of research and explanation, on a range of administrative topics designed to attract the attention of audiences receptive to persuasion and demonstrations. The rhetoric has been used in policy-making, as well as in decision theory and in the administrative process. Today it is again applied to the administrative investigation.
