Abstract

The ideas in the social sciences are born in different ways. While political ideas arise from the controversy between protagonists who seek power, administrative ideas emanating from the social crisis. And while it is true that administrative ideas often follow the lines of continuity, the great thinkers have produced their doctrines in times characterized by major decisions. This article attempts to study the peculiarities of the origin and development of ideas in public administration, as the foundation of its epistemological development.
