Abstract

Chinese Abstract: 在2008年全球经济危机的背景之下,各国政策制定者、各路专家学者都不约而同地将复苏世界经济的重任寄托于传播、传媒和信息产业。在十二五规划中, 中国领导人同样设计了一条“传播重型化”的复苏之路(communication-driven mode of economic restructuring),以期实现提升产业结构以及创造内需的目标。无论是电子信息产业振兴规划、文化产业振兴规划还是宽带国家战略,无一不透露出倚重传播实现经济优化发展的顶层设计与思路。 同时,在经济繁荣的表象之下,支撑数字资本主义的新自由主义政策格局危机重重。由于中国正面临着解决国内政治困境和全球经济衰退的双重挑战,有一个问题亟需考量:所谓的传播重型化的经济转型是否蕴含着有别于新自由主义的理念和实践?本文将并议传播与劳动,以历史和政治经济分析的方式,剖析中国转型之下的产业发展基础及其内在矛盾。

本文分别考察了电子制造业,电信业以及传媒业。首先我们将回溯以出口加工体系为主要特征的中国经济发展进程。在过去的改革实践中,中国的电子制造可谓是出口加工业中的翘楚。然后我们将讨论电信和传媒业。不同于由外资主导的电子产品出口加工业,电信与传媒不仅为国有资本所主导,同时在建立“制高点经济”的国家战略中肩负重要使命。但是,尽管赢得了高度赞誉并被寄予厚望,危机亦四伏于电信和传媒。我们认为,在当前的经济转型过程中,由于传播在经济社会大局占据日益重要的地位,传播领域的劳动与劳工在权力谱系上的重要性大增。同时, 对于由产业政策来推动的经济转型来说,劳动是其最薄弱的环节,不仅暴露了其发展逻辑上的陷阱,同时有可能使转型大计停滞。

English Abstract: We will trace the evolution of China’s export-processing regime exemplified by information and communication technology (ICT) manufacturing. We then turn to telecom and media operation, assessing their strategic importance in the endeavor of creating a commanding heights economy. Unlike the foreign capital-driven engine of export production, these two are state-dominated sectors in China’s economic geography. Although showered with hefty praise and high expectation, they are equally crisis-ridden. We argue that in the ongoing communication-driven mode of economic restructuring, labor is one of the weakest links, exposing its contradictory character and threatening to stall it. The state’s further embrace of communication in its developmental scheme is bound to enhance the influence of communication labor in the balance of power.
