Abstract

The article points out the lack of normative grounds for qualifying Universities under the EU Treaties and law, and points out the mistake of considering them or undertakings (for they do not operate for a profit), or part of public administration (because the historical and distinctive feature of Universities, since that of Bologna, is their autonomy and independence from Government). The article suggests that Universities should receive a special status which enhances their fundamental contribution to the making of Europe, its culture, its research and the well-being of its citizens.
