Abstract

Polish Abstract: Prezentowany artykuł koncentruje się na przedstawieniu dotychczasowej współpracy państw regionu Afryki i UE w zakresie migracji, zatrudnienia i rozwoju, oraz analizie perspektyw dalszej aktywności w tym zakresie. Rozwijane po 2000 roku partnerstwo euro-afrykańskie stanowi istotną formę dialogu politycznego w zakresie działań na rzecz zrównoważonego rozwoju, pokoju, bezpieczeństwa i stabilności. Organiczny związek migracji międzynarodowych ze wszystkimi wspomnianymi wyżej zagadnieniami powoduje, że problematyka mobilności i zatrudnienia stała się jedną z wiodących płaszczyzn podjętej współpracy. Punktem wyjścia dla podjętych rozważań stała się analiza problemów doświadczanych przez kraje afrykańskie w zakresie migracji, zatrudnienia i rozwoju, oraz oddziaływania wspomnianych zjawisk na międzyregionalną stabilność i stosunki z państwami UE. Rosnąca dynamika różnych kategorii migracji z Afryki generuje nie tylko problemy polityczne i zagrożenia humanitarne. Coraz częściej jest także przyczyną stagnacji ekonomicznej krajów wysyłających migrantów (np. w związku ze zjawiskiem tzw. drenażu mózgów). Artykuł w szczegółowy sposób omawia dotychczasowe etapy współpracy w kwestiach migracji, przypadające na lata 2006-2014. Zaprezentowany w rozdziale przegląd (kalendarium) dotychczasowych inicjatyw omawia najistotniejsze działania podjęte w kwestiach migracji i rozwoju przez okres niecałych dziesieciu lat. Zwracam także uwagę na aktywność instytucjonalną podjętą w zakresie migracji w ramach Unii Afrykańskiej (UA). Ostatni fragment artykułu poddaje analizie perspektywy intensyfikacji międzyregionalnej współpracy w omawianym zagadnieniu.

English Abstract: The aim of this article is to present previous stages of the EU-African partnership on migration, employment and development, as well as the prospects of the development of this particular area of cooperation. The Euro-African partnership, developed since 2000, becomes a significant form of dialogue devoted to the issues of sustainable development, peace, security, and stability. International migration flows are strongly related to all of the above-mentioned problems. This fact results that the issues of migration and development become significant part of the EU-African partnership initiatives. The first part of the article is a brief analysis of the most important problems experienced by the African states in the field of migration, employment and development and its impact on the intercontinental stability and the Africa-EU relations. The growing scale of forced migration from Africa becomes a fundamental cause of many political problems and humanitarian challenges. The growing scale of migrations from Africa contributes to the economic stagnation of sending countries (e.g. the problem of brain drain). The article closely examines recent EU-African initiatives devoted to the cooperation in the field of migration and employment, conducted between 2006 and 2014. Another part of the article draws attention to the activity of the African Union (AU) on the behalf on protection and assistance of migrant workers and the members of their families. The last part of the article is focused on the prospects of the intensification of the EU-African cooperation in this particular area.
