Abstract

This report contains the analysis and recommendations of a group of independent experts regarding timely delivery, costs, and management procedures for the multi-billion-dollar Hong Kong Express Rail Link project connecting Hong Kong with mainland China. The emphasis is on delivery of the project on time and to budget, and what this takes in terms of organisational set-up and management procedures and processes. Special attention is given to how to deal with unknown events and their impacts on project delivery.
