French Abstract: Plus que les sources exogènes – l’influence des Etats nordiques et la réflexion sur le thème transparence démocratie participative – les sources endogènes permettent de comprendre la portée du principe de transparence, directement lié aux quatre libertés et au principe de non-discrimination – fondements du traité CEE de 1957 – et plus encore au principe de publicité, au centre du traité de Paris de 1951, comme le fait apparaitre clairement la lecture du livre de Paul Reuter sur la CECA. Cela explique la multiplicité des retombées du principe de transparence, aussi bien sur les autorités publiques de l’Union et des Etats membres que dans les relations horizontales entre citoyens, entreprises et autres acteurs de la société civile.

English Abstract: More than exogenous sources -- i.e. the influence of Nordic states and the discussion on the issue of transparency and participatory democracy -- endogenous sources allow us to understand the scope of the principle of transparency in EU law. Transparency is directly related to the four freedoms and to the principle of non-discrimination -- which already were the foundations of the Rome Treaty in 1957 -- and in principle of publicity which was at the center of the Paris Treaty of 1951 -- as clearly appears in reading Paul Reuter’s book on the ECSC. Those considerations help explaining the numerous spin offs of the principle of transparency, both on public authorities of the EU and its Member States and in horizontal relations between citizens, businesses and other actors of civil society.
