The Ethnopolitic and Ethnopolitical Safety: Theoretical Horizons

Leonid Savinov’ articles are devoted to theoretico-methodological comprehension of political space and time of nation and ethnos as terms of ethnopolitics formation in modern Russia. The researches are based on the instrumentalistical paradigm of ethnopolitics and of understanding ethnopolitical processes.
Leonid Savinov attempts to understand the historical retrospectives of the development of ethnopolitics and ethnopolitical processes in the Siberian Federal District. The author marked three periods in the ethnopolitical history of Siberia - imperial, soviet and modern - and determines their specificity and regularities. It is shown that the appeal to history is the most important value-laden mechanism in the hands of ethnic actors who often mythologize and heroize history, and who manipulate it, mainly, for their own political benefit.
Ethnopolitical aspects of the constructing gas pipeline Altai across the plateau Ukok are studied. The risks due to increased migration, the problems of the environmental protection, historical heritage, and the unique culture of aboriginal peoples of Altai are discussed. The main problems of the ethnopolitical stability and safety related to ethnopolitics of the gas transit are shown to have a postponed character. They are determined by the struggle of ethnopolitical actors (entrepreneurs) for the agenda in the wide range of problems in the republic, and by the struggle for material, social, cultural and other profits.
Based on the concept of the ethnopolitical processes, which is formed on the principles of neo-instrumentalism, Leonid Savinov reveals the specificity of ethnopolitics and ethnopolitical processes in the Siberian Federal District. His works is one of the first attempts at the systematic determination of the substance, distinctions and developing tendencies in the ethnopolitics and ethnopolitical processes in Siberia.
The ways and mechanisms to optimize ethnopolitics and ethnopolitical processes in the Siberian Federal District are researched by analyzing the specificity of historical conditions and socio-cultural peculiarities of the region. The author offers the subsidizing model of the federal ethnopolitics based on structural-functional distribution of ethnopolitical processes management. Management influence is to be synthesized on the basis of only one ideology being formed both in the centre, and in regions.
Leonid Savinov represents the analysis of the contemporary Russian civil nation formula from the standpoint of instrumental approach. This formula can be regarded as «ethnicity - Russian civilized identity - citizenship». According to the author, the problem of Russian civil nation formation is mainly the problem of codes coincidence of national (universal) and ethnic (unique) identities with Russian socio-cultural and historical matrix. Due to this fact the given work analyzes the phenomena of ethnicity and national construct policization: its old and new senses. The problems of regional ethnopolitical safety in Siberia as geopolitically important region of the Russian Federation are touched upon. Risks and threats as well as ethnopolitical calls for regional safety defined by the ethnic factor are considered.
Possibility or impossibility in the present political and legal framework to meet the needs of different ethnic groups can either stimulate social consolidation or lead to ethnic outrage as a form of civil confrontation, in which at least one side becomes mobilized and organized and acts on the ethnic principle or on behalf of the ethnic community. Proceeding from the above-mentioned, in article attempt of revealing of elements of a modern Russian ethnopolicy is presented.
Possibility or impossibility in the present political and legal framework to meet the needs of different ethnic groups can either stimulate social consolidation or lead to ethnic outrage as a form of civil confrontation, in which at least one side becomes mobilized and organized and acts on the ethnic principle or on behalf of the ethnic community. Based on the foregoing, an attempt is made to reveal the peculiarities and problems of the ethnopolitics and ethnic processes in the Siberian Federal District. The specificity of ethnopolitical processes in the Siberian Federal District is mostly determined by the integration due to the unification of subjects of the Russian Federation, as well as with the disintegration processes determined by new waves of migration and - as a result - by enforcement of ethno-phobia and cultural nationalism.
Leonid Savinov discovers the matter, meanings and concepts of ethno safety. The key point is the category used by the author - the category of ethno safety as a system characteristic of the polytechnic society ability to support normal functioning under the conditions of external and internal influence.
The author analyses the practice of training of public servants for a multicultural society, using the example of modern Russia. There are two approaches to multicultural policy in the sphere of public administration. First, the public administration should be realized in the framework of the legislative system. That means that profound research of international legislation in this sphere by future public servants is important. Second, special training of the public servant in the sphere of intercultural relations is needed.
