Abstract

On the basis of authorial conception of ethnopolitic and ethnopolitical processes — contextual (neo)instrumentalism, the attempt of comprehension of essence, maintenance and specific of immigration in the Siberian is undertaken. Management features are exposed by migratory processes within the framework of the regional ethnopolitic.

Leonid Savinov attempts to analyze the projection of Russian Ethnopolitics, which the author defines n the light of the current ethnopolitical ideas of active members of the youth in the Siberian Federal District (SFD).

The article deals with the experience of formation and implementation of ethnopolitic in the Buryat Republic. Special attention is paid to the socio-cultural and historical foundation of interethnic relations, as well as to the political rights and administrative-management aspects of the regional ethno-policy.

Ethnopolitical aspects of the construction of the gas pipeline Altai across the plateau Ukok are studied. The risks due to increased migration, the problems of protection of the environment, historical heritage, and the unique culture of aboriginal peoples of Altai are discussed. The main challenges to the ethnopolitical stability and safety related to ethnopolitics of the gas transit are shown to have a postponed character. There are problems concerning migratory stream increase, primeval nature conservation, historical heritage and unique culture of Altai native people. And at the same time, main challenges of political stability connected with ethnic policy of gas transit are deferred and determined by ethnopolitical actors fight for material, social, spiritual and other capitals.

Leonid Savinov analyzed opportunities and restrictions of municipal cultural policy on the example of the Siberian monotown Ust-Ilimsk. Basing on the revealed moods, expectations and motivations of town population for cultural sphere, we tried to demonstrate the population attitudes to the work of cultural institutions, to offer sociologically well founded ways and mechanisms of cultural policy perfecting taking into account local historical, cultural, stratificational, geographical and socio-economical features.

Leonid Savinov devoted his works to a comparative analysis of the ideology and practice of ethnic politics in Western Europe by the example of France, Spain and Belgium. It is proposed the author’s understanding of the nature, content and specific ethnic politics in Western Europe, based on historical traditions and civilizational characteristics of European countries. It is stood out models and features European ethnic politics. The attention is paid to instrumental control ethnic relations in Europe.

The author reviews the history and the present state of ethno-politics in Turkey. Special attention is focused at the complex ethnical structure of population and interethnic relations. The author brings to light the essence of the «Armenian Question» and the «Kurdish problem» in Turkey. The periods of formation of the civil Turkey nation are represented.

Leonid Savinov defined the idea, sense and concepts of ethno-political safety. The attention is paid to the content of national safety as a complex multilevel system which is formed by objective processes, both under direct and indirect influence of a number of factors. It is noticed that the ethnic factor in certain conditions of certain social time and space is a serious threat and a call for national safety. The key point is the category used by the author, i.e. the category of ethno-safety as a system characteristic of the polyethnic society ability to support normal functioning under the conditions of external and internal influence.
