Abstract

This legislative proposal is about making corrections to the universities legislation. These are necessary due to the age of the Universities Act (now 18 years old) and the changes in circumstance since the late 1990s. The role of the exchequer is much diminished and that trend looks likely to continue. Judgments in legal cases have complicated matters related to tenure and they require clarification. It also about highlighting new definitions of academic freedom, proportionality of government control with respect to funding and an innovation framework for the university sector.
