Abstract

"The Procurement Flyers" is primarily meant for members of the "Government Procurement Community of Practice"; and seeks to provide practical information and analysis for government contracting officials in India on complex issues they face routinely in the award and administration of public contracts. This issue deals with "Cross-Debarment" - automatically treating a bidder as ineligible for contract award by one government agency or state-owned enterprise if it has been debarred by another Central/state government agency or SoE - particularly with reference to procurement regulations in India and practices followed in progression of most RFPs by government contracting officials.
