Abstract

A paper discussing the impact of drug reform legislation passed in Kentucky and possible additional areas for reform. The article discusses one particular area for reform -- the use of enhancements to increase penalties for non-violent offenders, particularly drug offenders, and drug offenses involving repeat offender sentencing.
