Abstract

Remarks on the occasion of the author delivering the Thomas P. Keenan Memorial Lecture at the U.S. Air Force's Judge Advocate General's School in Montgomery, Alabama, concerning the future of military operations in a post-Cold War, post-Westphalian world. In addition, the author stakes out a provocative position on the unintended consequences of high-tech, no-casualty warfare in regard to the profession of arms.
