Abstract

This chapter explores some targeted strategies, and highlights good practices that are already being implemented to increase birth registration rates within Indigenous communities and other vulnerable groups. At the outset it is important to emphasise that any recommendations and reforms to birth registration, access to birth certificates and changes to identification documents must only be considered after proper consultation with, and the participation of, Indigenous communities and representative organisations. This is consistent with Article 19 of the Declaration of the Rights of Indigenous Peoples.
