Abstract

Romanian Abstract: Articolul realizează o documentare a principalelor riscuri și amenințări actuale la adresa securității naționale și analizează mecanismul de cooperare și de dublă determinare, societate civilă – instituții responsabile, din perspectiva îmbunătățirii controlului democratic asupra sectorului de securitate, principalul instrument de asigurare a echilibrului între eficiența strategiilor în acest domeniu și respectarea drepturilor fundamentale ale populației.

România, stat membru al NATO şi al UE, poziționată geostrategic în raport cu noile surse de amenințare, a devenit un pilon important de securitate regională, fiind din ce în ce mai implicată în prevenirea şi gestionarea conflictelor potenţiale din zona de sud-est a Europei. Pentru a-şi îndeplini obligaţiile impuse de apartenența la cele două organizaţii şi pentru a asigura climatul optim de securitate națională în raport cu noile provocări, instituțiile abilitate din România devin nevoite să adopte strategii de securitate noi și să se perfecționeze, astfel încât, să răspundă eficient actualelor riscuri și vulnerabilități.

În acest proces de transformare, întărirea controlului democratic asupra instituțiilor din sistemul de securitate națională devine un element esențial al reușitei misiunii acestora, atât din perspectiva consolidării încrederii populației în măsurile adoptate de acestea, cât și din cea a corelării strategiilor de securitate și a cadrului legal din domeniu cu principiile constituționale ale statului de drept.

Astfel, se impune ca și mecanismele de exercitare a controlului parlamentar asupra acestor instituții să se perfecționeze, astfel încât, să răspundă adecvat, atât în raport cu consecințele evoluției mediului de securitate, cât și cu solicitările și îngrijorările societății civile, din ce în ce mai preocupată de posibilitatea afectării unor drepturi și libertăți fundamentale, în schimbul asigurării unui climat optim de securitate socială.

English Abstract: The article provides a documentation of the main risks and threats to national security and analyze the mechanism of cooperation and double determination, civil society - responsible institutions in terms of improving the democratic control of the security sector, the main instrument for ensuring the balance between efficiency strategies in this area and the fundamental rights of the population.

Romania, a member of NATO and the EU, geostrategic positioned in relation to new sources of threat, has become an important pillar of regional security, being more involved in preventing and managing potential conflicts in South-Eastern Europe. In order to fulfill the obligations imposed by membership in the two organizations and to ensure optimum climate of national security in relation to new challenges, the institutions encharged in Romania are forced to adopt new security strategies and refine, so to answer effective current risks and vulnerabilities.

In this transformation process, strengthening democratic control over the institutions of the national security system becomes an essential element of the success of their mission, both in terms of strengthening public confidence in the measures taken by them, as well as the correlation of security strategies and the legal framework in the field with the constitutional principles of the rule of law. Thus, it requires mechanisms to exercise parliamentary control over these institutions to improve in order to answer appropriately both to the consequences of the evolution of the security environment and the demands and the concerns of civil society, increasingly concerned about the possibility of damaging fundamental rights and freedoms in exchange for the best environment for social security.
