Abstract

The accelerating pace of technological change introduces profound challenges for regulators at all levels of government. Though policymakers fall over themselves professing to be pro-innovation, few are actually committed to an agenda that would encourage innovation while minimizing unintended side-effects of over-regulation. This article explains the problem and defines the basic rules of a pro-innovation approach to disruptive new technologies.
