Abstract

Spanish Abstract: El trabajo analiza, de manera agregada, los niveles de fragmentación existentes en las elecciones para concejos municipales de los 42 municipios del Valle del Cauca entre 1997 y 2011; de manera específica, los efectos que produjeron sobre esta una serie de variables institucionales, como la magnitud de distrito y la reforma al sistema electoral de 2003. En el caso de esta última, se observa con particularidad el escaso impacto que tuvo, lo que generó resultados sensiblemente distintos a los observables en otros distritos, como el del Senado (nacional) o los de la Cámara de Representantes (departamentales). Lo anterior contribuye a demostrar que muchas de las apresuradas generalizaciones que, tácita o explícitamente, se extendieron del análisis de los anteriores, no necesariamente son aplicables en el nivel subnacional, que no debe ser linealmente entendido como una función del nacional.

English Abstract: This paper analyzes, in aggregate form, the levels of fragmentation which existed in local council elections in the 42 districts of Valle del Cauca between 1997 and 2011; specifically, how a range of institutional variables contributed to this fragmentation, such as the size of the district and the reform of the electoral system in 2003. In the case of the latter, there is a particular focus on the limited impact that it had, generating significantly different results from those observed in other districts, such as the Senate (National), or the House of Representatives (Departments). This shows that many of the hasty generalizations – be these implied or explicit - that stem from the above analyses do not necessarily apply on a sub-national level, which should not be understood as being directly linked to what takes place at the national level.
