Abstract

This short academic paper has been prepared as background reading for a training session of mid-level policy makers in the State of Rajasthan in India; and examines the need for efficient, mission-mode public procurement of lighting systems for government and municipal use in the State as a case study. The primary objective is to relate public policy objectives and integrate them with legal requirements imposed by the Rajasthan Transparency in Public Procurement Act 2012 operative in the State, being the only UNCITRAL-like public procurement legislation prevalent in any State in India.
