Italian Abstract: Il nuovo rapporto SaniRegio fornisce, in linea con le edizioni precedenti, il calcolo della spesa sanitaria corrente standard delle singole Regioni attraverso la stima di una funzione di spesa in cui la distribuzione della popolazione per fasce di età rappresenta il driver principale del fabbisogno standard. Il modello predisposto per SaniRegio2015, completamente rivisto rispetto alla prima versione, nonostante presenti gli stessi obiettivi e utilizzi, in gran parte, la stessa base dati delle versioni precedenti, risulta notevolmente ampliato nel ventaglio dei risultati e delle tecniche econometriche impiegate. In SaniRegio2015, in particolare, accanto all'analisi della spesa, si considerano per la prima volta in modo esplicito e dettagliato i livelli delle prestazioni erogate (standard e storico), gli input impiegati e quindi il livello di spesa efficiente di ogni sistema regionale. Si è introdotto, inoltre, come nuovo concetto, l'output-gap, ovvero la differenza tra l'output storico e l'output standard misurato con riferimento alla struttura della popolazione residente. Le regioni con output-gap positivo sono quelle che, diversamente dalle regioni con output-gap negativo, riescono a soddisfare meglio la domanda del proprio territorio. Accanto all'output-gap, poi, è stato possibile misurare il livello di spesa attribuibile all'offerta di servizi erogati sopra o sotto lo standard.

English Abstract New SaniRegio report provides, in line with previous editions, the calculation of the current standard healthcare expenditure of the individual Regions through the estimation of a spending function in which the distribution of the population by age groups represents the main driver of the standard requirement. The model prepared for SaniRegio2015, completely revised compared to the first version, despite having the same objectives, and using, in large part, the same database of previous versions, is greatly expanded in the range of results and techniques used. In SaniRegio2015, in particular, alongside the analysis of expenditure, the levels of services provided (standard and historical), the inputs used and therefore the level of efficient spending of each regional system are considered for the first time in an explicit and detailed manner. Furthermore, as a new concept, the output-gap has been introduced, that is the difference between the historical output and the standard output measured with reference to the structure of the resident population. Regions with positive output-gap are those that, unlike the regions with negative output-gap, are able to better meet the demand of their territory. Next to the output gap, it was then possible to measure the level of expenditure attributable to the offer of services provided above or below the standard.
