Abstract
Public Procurement can be defined as a business management functions that manage the entire process of acquisition of external resources using public fund. The procurement system must be easy to implement, with mechanisms of transparency and accountability in terms of resource spent and product purchased. Corruption in public procurement is a worldwide phenomenon which had lead to huge loss to public exchequer. Bhutan with increasing economic activities both at the national and international level with its GNH as a conscience for overall development that place peoples voice and their well being, procurement systems is to be guided by anti-corruption strategy to achieve national goal.
