Abstract

One man's "terrorist" is another man's "freedom fighter."

Most theories of negotiation in terrorist situations fail to take cultural differences into account, they are doomed to fail. This article studies negotiation theory and applies it to terrorist situations, seeking to educate the reader to be more culturally aware -- and thus more successful in any terrorist negotiation situation.

Keywords: terrorism, security, negotiation
