Caminhos para a estabilidade democrática no Mercosul: A questão da Venezuela (The Path to a Democratic Stability in Mercosur: Venezuela’s Case)

Portuguese Abstract: O artigo tem por foco correlacionar o conceito de democracia com os efeitos dos fatos políticos ocorridos na Venezuela entre 2012 e 2013, de forma a analisar se houve violação do Protocolo de Ushuaia, de 1998, que estabelece a Cláusula Democrática no Mercosul. Faz, em um segundo momento, uma comparação com os efeitos dos fatos políticos ocorridos no Paraguai, no ano de 2012, que culminou, por um lado, com a suspensão desse país e, de outro, com o ingresso da Venezuela no Mercosul. Por fim, analisa a interpretação dada pela Corte Constitucional Venezuelana, correlacionando-a com o conteúdo do Protocolo de Ushuaia. O método é dedutivo e a metodologia consiste no modelo histórico-comparativo

English Abstract: The article’s focus is to correlate the concept of democracy, with the effects of political events that have occurred in Venezuela between 2012 and 2013, analyzing whether there was a violation of the Ushuaia Protocol of 1998 (which establishes the Mercosur Democratic Clause). In a second moment, it is made a comparison between the effects of political events that occurred in Paraguay, in 2012, which culminated the suspension of this country and the entry of Venezuela into Mercosur. Finally we examine the interpretation given by the Venezuelan constitutional court correlating with the contents of the Protocol of Ushuaia. The method is deductive and the methodology consists on the historical – comparative model.
