This chapter draft is part of a larger report on the legal issues associated with driverless vehicles (NCHRP Legal Research Digest 69), co-authored with Professors Dorothy Glancy and Robert Peterson of the Santa Clara University School of Law. This chapter draft discusses the early legal responses to technologies such as steamboats, railroads, telegraphy, automobiles, airplanes, and computers, with an emphasis on how the law has been invoked to address the perceived risks associated with these devices and systems.
