The article discusses challenges faced by countries and conventional armies in hostilities waged against nonstate actors such as terrorists and insurgents who act like terrorists. The author suggests that the rules of war, such as the Geneva Convention, should be modified and updated. Also discussed are states that find themselves under pressure to circumvent the rules of war.
