Abstract

This paper provides assistance to OMB and the independent agencies in meeting the regulatory challenge of having OMB use its existing authority to develop new approaches in interacting with independent regulatory agencies, so as to facilitate OMB input into their economic regulations and other rulemakings prior to promulgation, while at the same time maintaining the independence of the agencies.
