Abstract

Korean Abstract: 본 연구는 칠레, 콜롬비아, 페루 등 남미 3국이 일차산품 의존형 경제구조 탈피, 수출 경쟁력 제고, 신성장동력 육성 등을 목적으로 적극 추진하고 있는 신산업정책의 주요 내용과 특징을 심층적으로 분석하여 산업협력 수요 및 기회를 발굴하고 우리 정부 및 기업차원에서의 협력 및 진출 확대방안을 제시하기 위해 기획되었다. 특히 본 연구에서는 남미 3국의 유망 협력분야를 발굴하고 이를 통한 구체적인 협력방안 도출에도 중점을 두었다.

이 같은 연구목적을 달성하기 위해 본 연구는 크게 다섯 개 장으로 구성되었다. 서론에서는 먼저 산업협력 대상국으로서 칠레, 콜롬비아, 페루 3국을 선정하게 된 이유를 설명하고 산업협력의 개념과 범위를 설정하였다. 남미 국가 중에서도 특히 3국을 선정한 이유는 한국과의 높은 산업협력 수요, 산업협력 파트너로서의 높은 전략적 가치, 양호한 산업협력 여건 등을 고려했기 때문이다. 본 연구에서는 산업정책을 “경제성장이나 사회적 복지를 목적으로 비즈니스 환경을 개선하고 경제활동 구조를 바꾸기 위해 시도하는 어떠한 형태의 개입이나 정부정책”으로 정의하였다. 다음으로 최근 전 세계적으로 논의되고 있는 산업정책의 정의와 범위를 둘러싼 논쟁을 간략히 살펴보고 남미에서 신산업정책에 대한 논의들을 집중적으로 분석하였다. 이상의 분석 결과, 남미 3국 등에서 추진되고 있는 신산업정책은 과거의 산업정책과 달리 ① 단순 제조업 육성이 아닌 기존에 성공적으로 입증된 산업에서 고부가가치 실현 중시, ② 수입대체산업보다는 수출경쟁력 강조, ③ 혁신과 기업가 정신 및 중소기업 육성 강조, ④ 민관협력을 통한 수평적 운영체계 중시 등의 특징을 갖고 있다.

English Abstract: In recent years, major Latin American countries, represented by Chile, Colombia and Peru, are actively implementing ‘new industrial policy’ in order to change their economic structures with high dependency on primary goods and then to promote their export competitiveness. One of the reasons that these policies are called new industrial policy is that it characterizes as following: First, they focus more on export promotion unlike the old industrial policy in 1950~1980 whose main focus was an import substitution. Second, the new industrial policies highlights the importance of the innovation. In the industrial policies of Chile, Brazil, Uruguay, and Colombia, the importance of innovation is particularly emphasized. Third, new industrial policies are nowadays backed by sound budget. Last but not least, new industrial policies are aiming at public-private alliances and being more horizontal whereas the old industrial policies are more of a vertical systems presided by the government.

In this study, new industrial policies of Chile, Colombia and Peru have been analyzed in depth. Also suggestions to the government have been made to enhance cooperation between the two regions and also to the private enterprises to discover their opportunities in Latin America.

This study has started from the questions of 1) what are the backgrounds for pursuing the new industrial policy of these three countries? 2) what are the differentiated characteristics of these new policies from the old ones? 3) will the sustainable development be possible through these new policies? 4) what are the obstacles for the promoting industrial cooperation between Korea and the Latin American region? 5) how can Korean government and the private enterprises utilize these new industrial policies in order to enhance the industrial cooperation?

Based on these questions, this study comprises of five chapters. At the introduction, rationale for choosing three Latin American countries for the study, and the concept and the scope of industrial cooperation are described. Recent discussions on the definition and the scope of industrial policy are examined especially focusing on Latin American region.
