Abstract

Korean Abstract: 1990년 9월 한·러 수교 이후 양국간 경제협력은 빠르게 발전하였다. 그동안 양국에서 발생한 경제위기, 상호 불신의 극복 필요성, 한국과 러시아의 가장 발전된 산업지역간의 원거리 등으로 인해 무역 및 경제관계의 확대에 어려움이 있었음에도 불구하고, 최근 양국은 교역부문에서 서로 10대 파트너에 근접해 있다. 그러나 아직 양국의 경제협력은 상호 보유하고 있는 잠재력에 미치지 못하고 있는 것으로 평가된다.

사실 한국과 러시아 간의 무역 및 경제협력 관계는 전략적인 성격을 띠고 있다. 한국은 러시아 시장에 큰 관심을 갖고 있다. 러시아는 에너지 외에도 공업 및 농업에 필요한 모든 원료를 제공할 수 있다. 또한 러시아 시장은 다수의 한국산 제품이 진출하기에 여전히 매력적이다. 반대로 한국은 러시아의 경제 현대화뿐만 아니라 극동 및 동시베리아 지역을 포함한 지역개발에 기여할 수 있다.

이러한 배경하에 한·러 양국 정부는 중장기적으로 체계적인 경제협력방안의 필요성을 인식하고, 중장기 경제협력 로드맵을 작성하기로 합의하였다. 이에 한국 대외경제정책연구원(KIEP)과 러시아 대외무역아카데미(RFTA)가 양국의 체계적이고 효과적인 경제협력을 위해 중장기적 협력 과제를 발굴하고 구체적인 실행방안 제시를 목표로 공동연구를 수행하였다. 이번에 수행된 연구는 크게 무역협력, 투자협력 및 러시아 극동지역 개발협력 등 3개 분야를 중심으로 수행되었다. 이는 양국간 가장 구체적인 성과를 보여준 협력 분야를 우선적으로 점검하고, 최근 양국의 공동 관심사로 주목받고 있는 극동지역 개발 분야의 협력방안을 제시하는 것이 중요하다고 판단했기 때문이다.

우선 한·러 양국간 교역부문에서의 협력은 비교적 활발하게 추진되어 왔다고 평가할 수 있다. 그러나 아직까지 양국의 무역구조가 편중되어 있으며, 교역량이 그 잠재력에 미치지 못하고 있어 향후 개선의 여지가 많다고 할 수 있다. 양국간 무역을 활성화하기 위해서는 첫째, 무역구조 다각화가 이루어져야 할 것이다. (후략)

English Abstract: Since the establishment of Korea-Russia diplomatic relations in September 1990, economic cooperation between the two countries has progressed rapidly. The fact that Russia’s industrial heartland is far away from Korea constituted an additional challenge in building close economic relations between the two nations. Despite the difficulties, Korea and Russia became “near top ten” trading partners. However, the fact still remains that the potential for economic cooperation of the two economies has not been fully realized.

Trade and economic cooperation between the Russia and Korea is strategic in nature. The Russian market is of great interest to Korean companies, as Russia can provide all the necessary types of industrial and agricultural raw materials in addition to energy. The Russian market remains attractive for many of Korea's products, and vice versa Korean market is of great interest to Russia’s products and resources. Korea can also contribute to Russia’s economic modernization and its regional development, particularly in the Far East and Eastern Siberia.

The Korean and Russian government acknowledged the need for systematic economic cooperation mid- and long-term, and decided to draw up mid- and long-term roadmaps for bilateral economic cooperation. KIEP and RFTA, representative institutes of Korea and Russia respectively, launched the joint research project, aimed at discovering cooperation issues and providing specific measures for implementation. This study evaluates the priority fields with greatest potential for tangible results and develops policy recommendations, focusing on cooperation in the three sectors of trade, investment and regional development.

For its part, Korea-Russia trade cooperation has been relatively vibrant. However, the trade structure is biased. The structure in which Korea exports manufacturing goods to Russia and Russia exports energy goods to Korea should be looked at as a starting point in order to maximize the trade potential.
