Abstract

Korean Abstract: 2012년부터 모든 0~2세아와 5세아의 보육료가 전액 지원되면서 보육료 지원대상이 크게 확대되었다. 원래 2012년도에는 소득 하위 70% 가구의 0~4세아와 모든 계층의 5세아에게 보육료가 전액 지원될 계획이었다. 그러나 정치권과 정부가 지난 연말 급작스럽게 모든 영아(0~2세아)에게 보육료를 지원하기로 결정하면서 여러 문제가 불거졌다. 일단 영아의 시설 이용이 급증하였으며, 이에 따라 정작 시설을 필요로 함에도 불구하고 자리를 확보하지 못한 맞벌이 가구가 늘어났다. 또한 3~4세아의 지원만은 소득 하위 70% 가구에 한정되어 있어 3~4세아에 대한 전면 지원이 강하게 촉구되었다. 시설에 등록한 영유아(0~5세아)가 증가하는 만큼 보육 품질의 개선이 시급하다는 공감대도 확산되었다. 이에 2012년 1월 정부는 내년부터 양육수당 지급대상을 대폭 확대하고 3~4세아를 포함한 모든 영유아에게 보육료를 지원할 방침을 발표하였다. 그리고 3월에는 보육 품질을 제고하기 위해 어린이집에 대한 모니터링과 정보공개를 강화할 수 있는 세부 지침을 마련하였다. English Abstract: Starting 2012, all children aged 0 through 2 years old and 5 years old have been entitled to a full-day child care subsidy. The initial plan for 2012 was directed towards children aged 0 through 4 in the bottom 70 percent of the income bracket and children aged 5 years old in all social classes. The sudden change in this plan was delivered late 2011 by politicians and the government and they determined to provide child care subsidy to infants and toddlers (0 to 2 year olds) in all social classes, which has raised a number of problems. Above all, the number of infants and toddlers at child care centers soared, causing a rise in the number of dual income households unable to find available child care centers for their children. Moreover, support for preschoolers (3 to 5 year olds) was made available only for households in the bottom 70 percent of the income bracket, resulting in calls for full-scale assistance for children in this age group. A soaring number of facility registered children aged 0 through 5 has widely developed the consensus on the need to improve the quality of child care services. Accordingly, the government announced a plan in January 2012, as to which starting 2013 eligibility for child home care allowance will be extended greatly and child care subsidy will be provided to all infants and toddlers including those aged 3 through 4 years old. Later in March, the government announced that it has developed detailed guidance to strengthen the monitoring and disclosure of information on child care centers in order to enhance the quality of child care services.
