Korean Abstract: 최근 들어 기업들이 기술혁신과정에서 외부 자원을 적극적으로 활용(내향형 및 외향형)하는 행위가 빈번히 나타나고 있으며, 이는 ‘개방형 혁신(open innovation)’이라는 개념으로 이론화되고 있다. 개방형 혁신이 활발해지는 요인으로는 신제품 개발을 위한 연구개발(R&D)비용의 급증, 기술변화 속도의 증가, 과학기술의 융⋅복합화 경향 등으로 인해 나타나고 있는 기업 내부자원에 의한 대응의 한계가 지적되고 있다. 한편, 혁신시스템(innovation system) 관점에서도 국가 내 혁신부문 간의 네트워크와 이를 통한 기술혁신의 효과 극대화의 필요성이 부각되고 있다. 하지만 우리나라의 경우 투입 및 역량 면에서의 괄목할 만한 성장에도 불구하고 OECD 주요국에 비해 각 혁신부문 간의 네트워크가 상대적으로 취약한 것으로 진단되고 있으며, 이는 우리나라 혁신시스템의 주요 약점의 하나로 평가받고 있다. English Abstract: An increasing number of firms have been incorporating external sources and outsourcing a part of their own innovation efforts, which has been theorized as ‘open innovation’. Meanwhile, from the perspective of an innovation system it becomes more important to build networks of nationwide innovation sectors and to maximize the effectiveness of innovation through these networks. In Korea, however, the network among innovation sectors is deemed comparatively weak, despite the remarkable growth in R&D investment and innovation capability.
In this context, this study conducts an empirical analysis on Korea’s manufacturing firms to examine which kinds of open innovation activities have taken place during the firm’s innovation process and what impact the external information used in the innovation process has on innovation outcomes. For this analysis, the Korean Innovation Survey(KIS) 2005 and 2008 on the manufacturing sector is used. Its key findings and policy implications are as follows;
First, the concept of ‘open innovation’ is surely valid in Korea too, and it provides important policy implications. In terms of open innovation activities, Korea remains at a level similar to major OECD nations in sectors such as transport equipment manufacturing, chemistry and pharmaceuticals, whereas lagging behind them in IT-related sectors in which vertical and horizontal networks between firms are important. This indicates that inter-firm horizontal network for technology innovation in IT sectors are comparatively weak in Korea and this weakness needs to be improved in the future.
Second, the width and depth of external information search by firms are found to bring positive effects on the creation of innovation outcomes. The difference in the size of ‘product innovation’ according to the firm size is found to disappear when controlling a firm’s self-efforts in R&D, search activities for external information or a firm’s engagement in exports. This suggests that the most important determinant to a firm’s innovation outcomes is its own investment in R&D. However, in the case of patents, the effect of firm size remains significant even after adding variables related to open innovation, which means that the effect of ‘economies of scale’ exists in the production of patents.
Third, as in preceding studies on U.K. and other countries, both the width and depth of information searching are found to have an inverse ‘U’ shaped relationship with innovation outcomes, which is due to diminishing marginal effects of external information.
Fourth, when it comes to firms creating innovation outcomes, a strong correlation is found between self-efforts for technology innovation and open innovation activities, and both of the two tend to bring mutually complementary and positive effects on the production of innovation outcomes.
Fifth, sample firms’ engagement in exports is found to be interacting with their R&D investment or open innovation activities, and also to have statistically meaningful positive effects on innovation outcomes. Considering this, efforts for strengthening the firm’s global activities such as engaging in international trade, along with efforts to increase its own R&D investment, may also serve as an effective instrument for enhance the innovation capability.
