Abstract

This article focuses on several potential legal solutions to the problems created by blighted properties as a result of the foreclosure crisis. Specifically, this article discusses the current code enforcement models throughout the country and analyzes legal strategies to make them more effective. Also, this article discusses the handful of code enforcement departments that have gone to the opposite extreme and abused their power to maintain the safety and welfare of the community. Finally, the article addresses the success of several cities that are faced with severe blight, but turned to creative legal and administrative solutions to rehabilitate their neighborhoods. These solutions, I contend, should be extensively replicated throughout the country to achieve success in the fight against blight.
