Abstract

The 50-year anniversary of the landmark Elementary and Secondary Education Act of 1965 provides occasion to consider the long-term US quest for quality and equality in pre-collegiate schooling. The commentary does so via essay reviews of a 2015 book by Jack Jennings that looks back on ESEA and a 1968 book by Stephen Bailey and Edith Mosher that looked forward. Coda: Educational Reform has failed, but the experience provides a solid foundation for implementing programmatic R&D. the historically-proven means for reliably accomplishing any specified societal intent.
