Abstract
Persons with disabilities have always been at the receiving end of the discriminatory and unequal treatment. Although, the State Governments have tried to legislate to curb this treatment meted out to the disabled, however, the disabled persons still are a long way from receiving the accessibility or education or health services which would put them at par with the non-disabled. The United Nations in 2007 brought in a Convention on Rights of Persons with Disabilities and the purpose of the same is to promote, protect and ensure the full and equal enjoyment of all human rights and fundamental freedoms by all persons with disabilities, and to promote respect for their inherent dignity. Persons with disabilities include those who have long-term physical, mental, intellectual or sensory impairments which in interaction with various barriers may hinder their full and effective participation in society on an equal basis with others. This article tries to look into the different provisions of legislations in different countries (Australia, Brazil, Russia and Sweden to be specific), issues, discussions and challenges to the deficiency and implementation of the legislations in respect to the rights of persons with disabilities.
