The current level of communication is in Cyber space. The transfer of data, images, pictures, text and voices are carried by a Visual Private Network (VPN) from a router in the transmitting end to another router at the receiving end. The matter is scrambled by the VPN, (so that nobody can understand it during transit), and then the deciphered original matter is delivered safe and secured to the receiver. But, at all altitudes, there are super intelligent criminals. They steal, hack, scramble, inject virus etc. and create great loss to the persons at the receiving end!! That needs a law to control it.
