Abstract
תקציר בעברית: הצבת אנטנות סלולריות נתקלת בהתנגדויות קשות מצד שכנים, ורשויות מקומיות התומכות בהם. כולם רוצים קליטה טובה, אך בתנאי שהאנטנה אינה קרובה לביתם, בית ספרם, ובאופן כללי - עדיף שתהיה מבלי שתיראה... המאמר סוקר אמפירית את הנעשה בועדות לתכנון ובניה ובבתי המשפט, ומראה שבפועל, רוב ההתנגדויות נכשלות, וכנראה שרוב הכישלונות גם ידועים מראשבתי המשפט, כך נראה, מתפקדים כמי ש"מוציאים את הערמונים מהאש", ומאפשרים לרשויות המקומיות להיראות טוב מבלי באמת לעשות הבדל.
English Abstract: Cellular transmission suffers from a NIMBY problem, as neighbor resist antenna placement, despite their wish for good coverage. This paper presents an empirical examination of the way in which local authorities, administrative bodies, and generalist courts interact and operate to appease the different constituents, while still allowing for antenna placement.Courts, it seems, are those required to solve the problems raised by local interest groups, allowing municipalities to play the political game - without suffering the technological consequences.
