Abstract

The pharmaceuticals and chemical industries are often viewed as 'Sun Rise' industries, providing skilled jobs as well as technology transfer and other linkages into the local innovation system. Policy in India and elsewhere has also been favourable to these industries for their capacity to generate foreign exchange earnings. In this chapter, however, it can be demonstrated that the growth of these industries in India has its roots in the asymmetrical structure of global production networks; it represents a shift away from dirty goods manufacturing in western economies. I will detail how the chemical and pharmaceutical industries generate significant costs for local populations.
