Abstract

This is the preliminary text of the alternative report which was submitted to the UN Committee against Torture (CAT) relating to the examination of the initial report of Pakistan under Article 19 of the Convention against Torture and other Cruel, Inhuman or Degrading Treatment and Punishment (UNCAT) on behalf of National Commission for Human Rights (“NCHR”). NCHR is newly established Paris Principles mandated independent body created through an Act of Parliament known as the National Commission for Human Rights Act (“NCHR Act”), 2012. Pakistan ratified the Convention in 2010, submitted its initial report in 2016 which was reviewed by the CAT during its 60th session from 17th April to 19th April 2017.
