Abstract

Chinese Abstract: 本文探讨新加坡的高薪养廉制度对其他国家包括中国的启示。新加坡有高薪养廉的名声,但新加坡并不仅仅靠高薪来维持一个廉洁政府。在新加坡,高薪被当做实现廉洁政府的重要手段,但并不是唯一手段。在新加坡,包括对政府官员的高新制度在内,以下几方面的制度安排同时发生作用:(1)政府官员,尤其是部长们的高薪;(2)清晰透明的薪金制度和薪水结构;(3)法治基础上的严苛反腐措施;(4)民主问责。

English Abstract: This short paper discusses the two pillars of Singapore's clean government system, namely the high salaries and heavy punishment against official and commercial corruption. It argues that, while ministerial salaries are relatively high in Singapore compared with other world leaders, heavy punishment, efficient administration and enforcement, rule of law-based enforcement, and democratic accountability are the more important reasons for maintaining the clean government in Singapore.
