Abstract

English Abstract: The Social-Democratic parties, already in their early stages of development, have accepted capitalism and highlighted the social state as a tool for indirectly achieving the goals of social justice and cohesion. In the first half of the 20th century, the welfare state was the basic vehicle for the implementation of social democratic ideas, but after the oil crises of the 1970s and much more strongly today, the deregulation policy led the social-democratic parties to seek their identity in the Context of an balancing Act between the implementation of sloppy social measures and deregulation policies. At the same time, it is a fact that the social state needs to be transformed to meet today's challenges (globalization, technological development, aging population), but that targeting can not mean its complete deregulation, as it is the main balancing factor of the risks created by the free market economy. This contribution aims to categorize social-democratic parties based on the social policy framework that they embrace and to highlight the political deficit that has led to the dismantling of social policy, to the crisis of the state and, consequently, to the deep crisis of European social democracy.

Greek Abstract: Τα σοσιαλδημοκρατικά κόμματα ήδη κατά την πρώιμη περίοδο ανάπτυξής τους, αποδέχτηκαν τον καπιταλισμό και ανέδειξαν το κοινωνικό κράτος ως το εργαλείο για την έμμεση επίτευξη των στόχων της κοινωνικής δικαιοσύνης και της συνοχής. Κατά το πρώτο μισό του 20ου αιώνα το κοινωνικό κράτος αποτέλεσε το βασικό όχημα εφαρμογής των σοσιαλδημοκρατικών ιδεών όμως μετά τις πετρελαϊκές κρίσεις της δεκαετίας του ’70 και πολύ πιο έντονα σήμερα, η πολιτική απορρύθμισης οδήγησε τα σοσιαλδημοκρατικά κόμματα στην αναζήτηση της ταυτότητάς τους, σε μια προσπάθεια ισορρόπησης μεταξύ της εφαρμογής εμβαλωματικών κοινωνικών μέτρων και απορρυθμιστικών πολιτικών. Ταυτόχρονα, είναι γεγονός ότι το κοινωνικό κράτος θα πρέπει να μετασχηματιστεί ώστε να ανταποκρίνεται στις σύγχρονες προκλήσεις (παγκοσμιοποίηση, τεχνολογική εξέλιξη, γήρανση του πληθυσμού) όμως αυτή η στόχευση δεν μπορεί να σημαίνει την πλήρη απορρύθμισή του, καθώς αποτελεί τον βασικό εξισορροπητικό παράγοντα των κινδύνων που δημιουργεί η ελεύθερη οικονομία της αγοράς. Η συγκεκριμένη εισήγηση στοχεύει στην κατηγοριοποίηση των σοσιαλδημοκατικών κομμάτων με βάση το πλαίσιο κοινωνικής πολιτικής που ενστερνίζονται και στην ανάδειξη του πολιτικού ελλείμματος που έχει οδηγήσει στην αποδιάρθρωση της κοινωνικής πολιτικής, στην κρίση του κράτους και συνακόλουθα, της ευρωπαϊκής σοσιαλδημοκρατίας.
