Abstract

The proposed 2017 Trump Administration Budget is premised on a rudimentary error of an arithmetic nature. This discussion paper ties the double-counting error in the Trump budget with the perspectives of budget institutions: The Office of Management and Budget (OMB) and the Congressional Budget Office (CBO); and identifies the pressing necessity of impartial analytical rigour in an environment of budget partisanship that invites fiscal sleights-of-hand.
