Abstract

A difference-in-differences estimator is used to quantify the investment effects of the Federal Communications Commission's reclassification of broadband Internet service as a Title II telecommunications service. Data analyzed is the Bureau of Economic Analysis' investments in property and equipment. Investment in telecommunications is below expectations by about 25% since the FCC’s introduction of Title II reclassification.
