Abstract

Accountability efforts need to analyze multiple levels of government to identify most promising leverage points; Social accountability strategies often target local institutions, but should look to engage with higher levels of government to link to official accountability; mechanisms; International partners and funders should support civil society organizations to develop capacities to analyze complex governance structures, and be flexible with their funding to allow CSOs to adapt their strategies based on their analysis.
