Abstract

This discussion paper examines the creation of a Parliamentary Budget Office (PBO) in Zimbabwe as part of a welcome trend in African parliaments towards addressing budget transparency and accountability. The paper then discusses aspects of the roles that the PBO might fulfill, and the scope of its work in Zimbabwe’s budget process.
