Abstract

Parliamentary Budget Offices are often seen to be vulnerable to political recrimination and antagonization from (1) the legislature and (2) the executive branch. This discussion paper considers whether the public service might not also pose an impediment, and create an antagonistic relationship with, Parliamentary Budget Offices, using the Canadian Public Service as a case study.
