Abstract

General income security, also known as paid family leave, is rapidly becoming the next item on the egalitarian reform agenda. This paper analyzes existing research on the subject, and presents data on the experience with paid-leave programs in Europe. Neither academic research nor the experience with paid-leave programs can present a case for such a program in the United States. Combined with a potential cost for the program of hundreds of billions of dollars per year, this paper recommends against creating a federal paid family leave program.
