Abstract

This appendix provides a comprehensive legal analysis of issues associated with acquiring appropriated water in Colorado and shepherding that water to Lake Powell for Compact security. It examines existing authority under Colorado law and possible modifications to that law that would facilitate making Compact security water available in Lake Powell. It discusses the need to ensure this water can pass undiminished through other states and the potential role that the Upper Colorado River Commission could play. Finally it addresses some of the issues associated with managing that water for Compact security purposes in Lake Powell.
